Today, across the United States, the mobile Driver’s License (mDL) is transforming the traditional plastic card into a secure digital credential that citizens can carry on their smartphones.

Unlike a simple image of a licence stored on a mobile device, an mDL is a cryptographically secured digital identity issued directly by a state’s Department of Motor Vehicles (DMV). Built on international standards, it enables individuals to prove who they are while retaining control over the personal information they choose to disclose.

Although deployment is still uneven, the United States is steadily building one of the world’s most advanced ecosystems for digital identity. The mobile driver’s licence is becoming the first step toward a broader digital wallet capable of securely holding government-issued credentials.

From secure physical credentials to trusted digital identity

The arrival of the mobile driver’s licence does not replace the traditional driving licence.

They are universally recognized, function without batteries or internet connectivity, and continue to provide a highly secure proof of identity thanks to sophisticated printing technologies, durable materials, personalization techniques and multiple anti-counterfeiting features.

Rather than replacing the physical card, the mDL complements it. The same principles that make a physical licence trustworthy (government issuance, secure production, robust authentication and protection against fraud) also underpin its digital counterpart.
The mobile licence represents the natural evolution of a credential that has continuously adapted to new technologies while preserving its role as a trusted proof of identity.

For citizens, this means greater flexibility: a physical credential that remains universally accepted alongside a digital version that offers new levels of convenience, privacy and security.

From plastic card to trusted digital credential

The American mobile driver’s licence is based primarily on the international ISO/IEC 18013-5 standard, published in 2021. Rather than displaying a static image, the standard defines how a digital credential is securely exchanged between a holder’s smartphone and a verifier, ensuring that the credential is authentic, untampered with and issued by a trusted authority.

The American Association of Motor Vehicle Administrators (AAMVA), which coordinates motor vehicle agencies across North America, has played a central role in translating the international standard into practical deployment guidelines for U.S. states.
Through its Digital Trust Service (DTS), AAMVA provides a common trust infrastructure that enables relying parties to verify credentials issued by different jurisdictions while maintaining interoperability.

This common framework is perhaps the most significant achievement of the American approach. Without shared standards, every state would risk developing its own isolated digital identity system. Instead, the mDL ecosystem is being designed so that credentials issued by different states can eventually be trusted across jurisdictions through a common framework.

A digital wallet built around privacy

Privacy is arguably the strongest case for the mDL.

When presenting a plastic licence, people often disclose far more personal information than is actually necessary. A bartender checking legal drinking age or a retailer verifying identity can see a customer’s full name, address, date of birth and licence number, even when only confirmation of legal age is required.

The mDL changes this through selective disclosure.

Instead of revealing the complete credential, the holder can authorize the release of only the requested information. For example, a business can receive confirmation that a customer is over the legal age without accessing the person’s exact date of birth or residential address.

Equally important, every transaction requires the holder’s consent. Information is shared only after the user approves the request, typically by unlocking their wallet with Face ID or fingerprint recognition. Since the wallet is stored on the user’s smartphone, biometric authentication remains entirely under the user’s control, ensuring that only they can authorize the sharing of their information.

The result is that users remain in control of when and how their personal data is shared.

Security designed for the digital age

Physical driver’s licences incorporate sophisticated security features to deter counterfeiting, yet they can still be lost, stolen or altered.

Mobile driver’s licences introduce an additional layer of protection through cryptographic technology. Each credential is digitally signed by the issuing authority, allowing verification systems to confirm its authenticity and integrity before accepting it.

The credential is stored within the secure environment of the smartphone and protected by the device’s authentication mechanisms. In a digital wallet, it cannot simply be copied or reproduced like a photograph stored in the device gallery.

Beyond secure identity presentation, digital credentials also support more dynamic lifecycle management by issuing authorities, enabling faster updates when information changes or licences need to be suspended, renewed, or revoked.

A better experience for citizens

Consumers increasingly rely on their smartphones to carry payment cards, boarding passes, hotel keys and event tickets. Adding a driver’s licence allows them to consolidate essential credentials within a single trusted digital wallet.

One of the most visible examples is airport security. The U.S. Transportation Security Administration (TSA) now accepts mobile driver’s licences from participating states at an expanding number of airport checkpoints, enabling travellers to verify their identity without presenting a physical card.

Major technology providers including Apple, Samsung, and Google have integrated state-issued licences into their wallet applications, while emphasizing that users should continue carrying their physical licence until digital acceptance becomes universal.

Why interoperability matters

Interoperability is what will determine whether mDLs succeed.

Through the combination of the ISO/IEC 18013-5 standard and AAMVA’s Digital Trust Service, organizations can verify credentials issued by different states using a common trust framework rather than maintaining separate systems for every jurisdiction.

This standardized approach reduces complexity for governments, businesses and service providers while increasing confidence that digital credentials can be recognized consistently across state borders.

In the future, because the technology is based on an international ISO standard, similar interoperability may also support trusted cross-border digital identity use cases.

Beyond driving

Although the driver’s licence is the first credential entering digital wallets, it is unlikely to be the last.

NIST and AAMVA both see the mobile driver’s license as the first building block of a broader digital credential ecosystem that could eventually include professional licences, permits, government-issued certificates and other forms of official identification.

The National Institute of Standards and Technology (NIST) considers the mobile driver’s licence one of today’s most mature examples of secure digital credentials, demonstrating how governments can issue trusted identities while respecting user privacy and enabling secure digital interactions.

As additional standards such as ISO/IEC 18013-7 mature, these credentials are expected to support not only face-to-face identity verification but also secure online authentication for financial services, public administration and digital commerce.

A complementary future

Physical driver’s licences are unlikely to disappear anytime soon. They remain universally accepted, require no battery or network connection and continue to provide a highly secure proof of identity. The mDL complements those strengths by introducing privacy-enhancing features and a more convenient way to verify identity in an increasingly digital world.

For the foreseeable future, physical and digital credentials will coexist, giving citizens the choice of presenting the format that best fits the situation.
